First and second rotary pistons 150p, 152p which extend outward in radial directions of the first and second boss parts are provided and housed rotatably in the annular operation chamber. First and second sleeve part fastening clutches 170, 172 are arranged between the first and second sleeve parts and end face wall parts 102, 104 of a housing 106, and the first and second piston bodies are locked to/unlocked from the end face wall parts alternately in response to the pressure in the annular operation chamber.
