PROBLEM TO BE SOLVED: To provide a film creation device capable of increasing strength of a film while restraining a unit cost per film from becoming high.SOLUTION: A label creation device 1 includes: first and second label forming units 3a and 3b that spread a label base material forming material to a corresponding range of a label 60; third and fourth label forming units 3c and 3d that spread the label base material forming material to a range corresponding to a reinforcement part 46, on the label base material forming material spread by the first and second label forming units 3a and 3b; and an anchorage part 6 that anchors the label base material forming material spread by the first-fourth label forming units 3a-3d.
