Al-containing nitrogen compound particles dispersed in the steel have an average equivalent circle diameter of 25 to 200 nm, and Al-containing nitrogen compound particles each having an equivalent circle diameter of 25 to 200 nm are present in a number density of 1.1 to 6.0 per square micrometer.
