Provided are a vehicle steering control device and a vehicle steering control method such that the driver can be provided with a good sense of rotation limit, and overheating of a steering reaction force actuator can be prevented. Upon detection of a rotation limit state during steer-by-wire control, reaction force providing rotation limit control is implemented to provide the driver with a sense of rotation limit by providing rotation limit reaction force. After the start of the reaction force providing rotation limit control, when a steering angle (θs) reaches a clutch engagement determination angle (maximum steering angle +θth), clutch engagement rotation limit control is implemented to provide the driver with a sense of rotation limit by engaging a clutch (6). When a reaction force motor temperature (Temp) is higher than an overheat determination temperature (Temp1), the clutch engagement determination angle is decreased.
