A lighting film (1) includes a base substrate (10) having light permeability, a plurality of protrusion portions (11) having light permeability, the protrusion portions being formed adjacent to one another on one surface of the base substrate (10), and opening parts (12) formed between the protrusion portions. The protrusion portion (11) has such a configuration that a first end surface (11a) on the base substrate (10) side or a second end surface (11b) on a side opposite to the base substrate (10) is a light incident end, and a side surface (11c) in contact with the opening part (12) is a reflection surface that subjects light that enters from the incident end surface to total reflection. In the opening part (12), the base substrate (10), or a light-permeable member formed on a surface of the base substrate (10) is exposed.
