PROBLEM TO BE SOLVED: To provide a traffic control apparatus and a traffic control program, capable of avoiding an influence upon a user operation, without modification of an application, and capable of efficiently suppressing traffic transmitted and received in a background irrespective of the user operation.SOLUTION: A communication terminal 100 includes: an application manager 150 for managing whether an installed application 200 is in a foreground state or in a background state; and a communication controller 130 for controlling communication via a first radio communication network or a second radio communication network on the basis of a communication request from the application 200. When the communication terminal 100 is connected to the first radio communication network, the communication controller 130 reserves the transmission of a communication request from a background application 220, to transmit a plurality of communication requests in a batch. On receiving a communication request from a foreground application 210, the communication controller 130 transmits the communication request without reservation. |
