PROBLEM TO BE SOLVED: To provide a map display apparatus and a navigation apparatus for inhibiting a user from unnecessarily scrolling a map. SOLUTION: While the map is scrolled and displayed, a map display range is moved according to an operation for moving a cursor 510 (501-507). If the center of the map display range approaches a border of a prefecture 520 and a distance between the center of the map display range and the border of the prefecture 520 is within a predetermined distance (504-506), the border figure 511 representing the border of the prefecture and the name 512 of the prefecture to which a point corresponding to the center of the map display range belongs are displayed on a map image 321 within the map display range (d, e).
