The present invention provides a soil conditioner for a seashore landfill including 15-20 wt% of coco peat, 35-50 wt% of leaf mold, 8-12 wt% of peat moss, 10-30 wt% of a high absorbable agent, 6-12 wt% of vermiculite, and 3-8 wt% of microorganism energy source, and a method of conditioning the soil. According to the soil conditioner for a seashore landfill and the method of conditioning the soil of the present invention, an organic material having good salt removing capability and nutrition retention capability and a high absorbable agent having good water retention capability are mixed. Thus, the water retention capability in the soil of the seashore landfill is increased, the rise of capillary water including salt is restrained, salts concentration (EC) in the soil is decreased through the absorption of the salts, and water retention capacity and nutrient holding capacity in the soil is improved. In addition, microorganism energy source composed of microorganism and food for the microorganism is manufactured, and the activity of effective microorganism is maintained for a long time, and planting ground is stabilized. In addition, the physical, chemical and biological conditions of the soil of the seashore landfill may be improved. Further, since the effective microorganism decomposes an organic material and provides nutrition, normal taking of a root and growth of a plant may be possible.
