PURPOSE: A communication system and packet service system are provided to offer announcements for call state information of a reception terminal by receiving session connecting messages by transmitting the call state information. CONSTITUTION: A reception terminal(402) receives a session connecting request message on the line. The reception terminal transmits a session connecting request confirmation message. The session connecting request confirmation message includes call state information which displays the session connecting request state of a calling terminal. A packet service system(100) provides announcements to the calling terminal according to the call state information of the session connecting request confirmation message. The announcement guides the call state information in order to connect sessions.
