PURPOSE: A transition noise detecting device using signal power and a spectrum property and a method thereof are provided to establish a threshold value according to a surrounding background noise level by using energy for each an analyzing frame in a time domain of a signal, thereby detecting transition noise. CONSTITUTION: A calculating unit(112) calculates a power spectrum for each frame unit of a received signal. The calculating unit sums the power spectrum calculated by each frame unit. A controlling unit(118) normalizes the calculated power spectrum as an average spectrum. The controlling unit normalizes the summed power spectrum as an average power. A comparing unit(114) compares a first threshold value with the normalized average spectrum. The comparing unit compares a second threshold value with the normalized average power.
