PURPOSE: A pre-heating device for hot stamping is provided to carry out pre-heating before a material is put into a press device so that a material is molded during the press process. CONSTITUTION: A pre-heating device for hot stamping comprises a fixing frame(110), a lower part heating unit(120), a upper part heating unit(140), a power supplier(160) and a controller(170). The fixing frame is arranged on the side of the fixing frame which a material passes through. The lower heating unit is connected to the lower surface of the material and pre-heats the material according to the power supplied. The upper heating unit pre-heats the upper part of the material according to the power supplied. The supplier supplies power to the lower and the upper heating units.
