PURPOSE: An apparatus for supporting simultaneous data transmission service based on heterogeneous network is provided to judge the state of the network on the basis of partial data transmission time interval and partial data receiving time interval per network, and to adjust data transmission rate per network of a transmitter device on the ground of the judged state. CONSTITUTION: A transmission time checking part (130) checks data transmission time interval more than 2, on the basis of each transmission time information recognized in each of partial data more than 2. A receiving time measurement part (140) measures data receiving time interval of the partial data more than 2. A control part (150) acquires network state information for a specific connection network, on the basis of the confirmed data transmission time interval and the measured data receiving time interval.
