The present invention relates to a home controller based on an open home service API and a home network system using the same. The home controller based on the open home service API for this comprises: a home application developed according to a standardized open home service API; a home service middleware for processing the home service API for accessing and controlling a home appliance; and a communication interface connected between a smart device and the home service middleware for enabling the home application, mounted on the smart device, to use the home service API, wherein information is exchanged between the home service middleware and the home application by using a data standard defined in the home service API. The present invention like this enables anyone, if he or she is a service developer who can use the open home service API, to participate in developing the home application so has an advantage of qualitatively or quantitatively enhancing types of home applications, for example, various home applications creatively provided to a consumer. Additionally, the present invention may easily provide the developed home application to a user via a market such as an app store for the smart device in service without other special delivery system so has an advantage of constructing an efficient home application delivery system.
