The present invention relates to a 3D model generating apparatus and, specifically, to a 3D model generating apparatus and an operating method thereof which include a laser scanner module which collects laser scan information of a predetermined angle at a predetermined point; a camera module which is arranged with the laser scan module side by side and collects images of indoor environment; a moving body which supports the movement of the laser scanner module and the movement of the camera module; a sensor unit which collects sensor information for the arrangement state identification of the moving body; and a control unit which generates a shape model of the indoor environment by using the laser scan information and generates a 3D model by mapping a texture by comparing the camera images which are collected by the camera module with the generated shape model.
