The present invention relates to an apparatus and a method for manufacturing an electrode film. An apparatus for manufacturing an electrode film according to the embodiment of the present invention includes a first support roll which touches a part of a substrate having an intaglio pattern and increases the opening area of the intaglio pattern; an electrode martial coating part which firstly fills the intaglio pattern which has an increased opening area by coating the substrate with the electrode material, with an electrode material; an electrode material swap part which secondly fills the intaglio pattern with the increase opening area with the electrode material by touching the substrate and pushing the electrode material which is coated on the substrate; a hardening part which hardens the electrode material filled in the intaglio pattern; and a cleaning part which removes the electrode material remaining on the surface of the substrate having the harden electrode material.
