A surface improving agent injecting apparatus according to the present invention comprises: a supporting member in which molten metal ingot is mounted at one side of an ingot case stored in an inner space through the upper inlet; a storage tank positioned at the upper side of the inlet by a position control while being coupled to the top of the supporting member and having multiple discharge holes for dropping the surface improving agent stored in the inner space into the inlet; a rotating motor installed at the top of the storage tank and transmitting a horizontal rotating force to the inner space of the ingot case; and a rotating plate horizontally rotated in the inner space of the ingot case by the rotating force of the rotation motor and having multiple through-holes for uniformly dropping the surface improving agent to the discharge holes positioned at the lower side of the rotating plate.
