The device has a housing surrounding an interior. A ceramic heating element (2) is arranged in the interior. The interior is defined by an upper wall (1a) and a lower wall (1b). The upper and lower walls are connected with each other by two opposite side walls (1c). The heating element with contact sides face towards the respective upper and lower walls. The side walls are plastically deformed by pressing the housing. A sheet cushion (6) is squeezed into the housing, and plastically deformed during pressing the housing. A contact sheet (4) electrically contacts one of the contact sides. The housing is molded with plastic.
