PROBLEM TO BE SOLVED: To provide a technology capable of properly determining a state of a mobile body even in an image in which a non-object mobile body other than the mobile body whose state, such as approaching, stopping, departure, and passing is determined, is imaged.SOLUTION: A frame image is inputted to an image input part, the frame image being imaged at an angle that causes a vanishing point of the mobile body by an imaging device 10 installed in a direction in which an imaging direction is not vertical with respect to a moving direction of the mobile body passing through in an imaging area. An image processing part 4 processes the frame image inputted to the image input part 3, and detects a motion vector of the mobile body at a measurement point determined in the imaging area between temporally continuous frame images. In addition, the image processing part 4 calculates a vanishing energy corresponding to a component in the direction of the vanishing point at the measurement point about the detected motion vector at the measurement point. An image processor 1 determines a state of the mobile body on the basis of the calculated vanishing energy. |
