PROBLEM TO BE SOLVED: To provide a mounting program creation method and a mounting program creation device which allows for easy extraction and easy and quick comparison of the change point of mounting programs.SOLUTION: A mounting program creation method comprises: a component arrangement comparison processing step of comparing the component arrangement of a mounting program before change with the component arrangement of a mounting program after change, and extracting different component arrangement data from the component arrangement data of a mounting program before change and after change; a mounting data comparison processing step of comparing the mounting data of a mounting program before change and the mounting data of a mounting program after change, and extracting different mounting data from the mounting data of a mounting program before change and after change; and an image display step of displaying the different component arrangement data and the different mounting data extracted in the component arrangement comparison processing step and the mounting data comparison processing step.
