PROBLEM TO BE SOLVED: To provide a foothold coordination system, in which at a disaster, roles are determined in accordance with states of a plurality of footholds, appropriate actions corresponding to respective roles are presented to evacuees and staffs at each foothold.SOLUTION: A registration part 11 of a terminal 1A acquires evacuee information on evacuees at a refuge A. A state information acquisition part 12 acquires state information indicative of a state of the refuge A. A transmission part 14 transmits the evacuee information and the state information to a server 2. A role determination part 22 of the server 2 determines, on the basis of the evacuee information and the state information received by the reception part 21, a role of the refuge A while referring to a role assignment table in which a role of a refuge, a condition for assigning the role, and identification information on a refuge for which a role is already determined are associated with one another. A transmission part 24 transmits role information indicative of a determined role to the terminal 1A. A guidance determination part 16 of the terminal 1A determines, in accordance with the role of the refuge A indicated by the role information received by the reception part 15, guidance information to be output out of guidance information stored in the storage part 13, and causes a display part 17 to display it. |
