This heating device for strain relief is provided with a first coil unit and a second coil unit disposed facing a surface of a steel plate for induction heating of the steel plate by a supplied high frequency current flow. The constitution is such that the first coil unit is disposed in contact with or in the proximity of the surface of the steel plate and the second coil unit is disposed further away from the surface of the steel plate than the distance between the first coil unit and the surface of the steel plate.
