PROBLEM TO BE SOLVED: To reliably transmit information having a high priority even though amount of information on an inter-vehicle communication increases.SOLUTION: Information generated by an inter-vehicle information generating part 12 is divided into a plurality of partition information by an information sharing part 15 of a transmission form part 13. A priority level determination part 16 determines priority level to be notified for the partition information. A transmitting-time determination part 17 determines the number of transmission times for information with a high priority level, and transmits the information with a high priority level repeatedly.
