Provided in embodiments of the present invention are a carrier activation or deactivation method, a base station, and a user equipment. The method comprises: the base station determines the activation or deactivation of at least one secondary carrier used for communicating with the user equipment, and transmits to the user equipment a high speed-shared control channel (HS-SCCH) command, where the HS-SCCH command carries indication information used for expressing the activation or deactivation of the at least one secondary carrier. The embodiments of the present invention allow the user equipment to execute the correct carrier activation or deactivation operation.
