Provided is a railway power management device with which, in order to utilize power such as regenerative power effectively in a station facility, a power storage device which stores this power and discharges this power to a power distribution system is discharged in an effective manner. An embodiment of this railway power management device is equipped with a storage means, a discharge plan creation means, and a discharge instruction means. The storage means stores in correspondence with prescribed parameters the amount of power discharged to the power distribution system by the power storage device. When storable regenerative power is generated, the discharge plan creation means creates a discharge plan defining the amount of power discharged by the power storage device on the basis of data for the amount of regenerative power stored in the storage means for previous trains and the amount of power discharged to the power distribution system by the power storage device. The discharge instruction means outputs discharge instructions to the power storage device.
