Disclosed is a proportional steering valve, comprising a directional control valve and a proportional throttle valve (4), wherein the directional control valve is at least provided with an oil inlet port (10), an oil return port (11), a first working port (12) and a second working port (13); an output port (14) of the proportional throttle valve (4) is in communication with the oil inlet port (10), and an input port (15) of the proportional throttle valve (4) is connected to one end of an internal oil inlet channel (23). Further disclosed are a proportional steering circuit comprising the proportional steering valve, a proportional steering system and a vehicle. Functions of flow rate control and direction control are achieved with the aid of the proportional throttle valve and the electronically controlled directional control valve respectively, so that steering is realized by means of combined control. This facilitates increasing the response speed and improving the sensitivity of the steering operation significantly. Costs are relatively low due to utilization of common hydraulic elements and the ability to resist pollution is strong.
