PROBLEM TO BE SOLVED: To provide an image of resolution higher than an other region image of interest on a designated region image of interest in the region images of interest, which are included in a moving image.SOLUTION: An extracting section 34 for region image of interest extracts a plurality of region images of interest from input images which are sequentially inputted. An encoding section 36 for region image of interest, as to the plurality of region images of interest extracted from the input images inputted as a ciphering object image, selects the region image of interest, which is different from the region image of interest, which is selected in an image of a previous ciphering object image, as a selected region image of interest and encodes it by a first encoding method, encodes a non-selected region image of interest by a second encoding method, and encodes the plurality of region images of interest, which are extracted from the input image inputted as a non-ciphering object image by a third encoding method. A ciphering section 38 ciphers frame images obtained by encoding the plurality of region images of interest, respectively, which are extracted from the input image inputted as the individual ciphering object image, with a cipher key corresponding to the selected region image of interest in the individual ciphering object image. |
