PROBLEM TO BE SOLVED: To provide an image decoding method capable of increasing error resistance in decoding of images encoded at a high encoding efficiency.SOLUTION: The image decoding method includes: an obtaining step (S301) to obtain a piece of setting information for setting a first quantization matrix; and an inverse quantization step (S302) to inverse-quantize a coefficient of an image using the first quantization matrix which is set according to the setting information. In the inverse quantization step (S302), when the setting information includes the specific information for identifying a second quantization matrix and when the second quantization matrix identified by the specific information can be referred to, a second quantization matrix is set as the first quantization matrix. When the setting information includes a piece of specific information and when the second quantization matrix identified by the specific information cannot be referred to, a third quantization matrix, which can be referred to, is set as the first quantization matrix. |
