PROBLEM TO BE SOLVED: To suppress dispersion of a code amount per frame and to achieve moving picture encoding processing with less deterioration of picture quality.SOLUTION: A moving picture encoder 1000 includes: an acquisition section for the number of remaining pictures 1; an activity calculation section 2; an intra-MB determination section 3; and an encoding section 5. The acquisition section for the number of remaining pictures 1 detects a position of a present frame picture on a time sequence, and determines reset timing of intra-refresh processing so that reset timing of the intra-refresh processing is shifted for each macro block line (MBL). The activity calculation section 2 calculates an activity value for each macro block (MB). The intra-MB determination section 3 determines MB which is set in intra-MB in response to the activity value calculated by the activity calculation section 2. The encoding section 5 encodes MB which is set in intra-MB with intra-encoding processing. |
