PROBLEM TO BE SOLVED: To provide an apparatus capable of transporting liquid to be treated with less power consumption.SOLUTION: The apparatus 5 for both of filtration and air lift can perform filtration and transportation of liquid to be treated. The apparatus 5 includes a filter membrane unit 6 which is immersed in a liquid reservoir 10 of the liquid to be treated so as to produce permeable liquid from the liquid to be treated, and a standing pipe 51 in which the filter membrane unit 6 is housed. Below the filter membrane unit 6, an air diffusing part 50 is disposed for supplying scribing air to the filter membrane unit 6. A transfer passage 54 for transporting the liquid to be treated rising in the standing pipe 51 together with the scribing air is connected to the top of the standing pipe 51.
