The wireless communication system (1) is provided with: a control unit (234) that controls the uplink transmission timing for each timing group in which one or a plurality of component carriers is included; and a transmission unit (106) in which a timing group or component carrier to which power scaling is to be applied is explicitly stipulated, and which signals the timing group or component carrier, which is stipulated as a power scaling target, to user equipment (10) as power scaling target information.
