The invention relates to the field of wind power engineering. The wind power installation comprises a horizontally arranged shaft which is mounted on supports and is kinematically connected to a rotational energy consumer, wherein rotational sections are arranged on the shaft and along said shaft with the possibility of rotating relative to this shaft, each of which rotational sections is in the form of frames which are positioned radially opposite one another in each section, wherein planar shutters which cover all of the aperture in the frame and each of which is capable of rotating on spindles in rotating units around an axis directed radially away from the shaft are mounted in each frame. The frames are connected to the shaft via ratchet couplings. In order to increase the energy utilization factor of the air flow, the shutters used in the structure are capable of rotating through 90° on the spindles inside a frame. The shutters which are arranged on both sides of the central crosspiece are controlled by a single cable. One end of the cable is fixed to a lever on one side of the section, while the other end is fixed to a lever on the other side of the section. A similar arrangement of mechanisms is provided at the ends of each section. On rotation of the blades and coupling flanges, the levers are subjected to pressure by a disc, and the lever, carrying the cable with it, opens the shutters of the next frame via a pulley. On the other side of the section, the shutters of the next frame are closed by a similar mechanism. All of the sections operate with such an automatic mode of operation.
