The objective of the present invention is to obtain carbon dioxide at low cost by treating wastewater. The present invention comprises: a treatment tank which is sealed from the external atmosphere and has a plurality of aerobic tanks that communicate with adjacent tanks; a wastewater input means for inputting wastewater into a first aerobic tank out of the aerobic tanks; an oxygen supply means for supplying oxygen into the first aerobic tank; a treated water discharge means provided in the last aerobic tank out of the aerobic tanks; a gas discharge means for discharging gas from the last aerobic tank; a gas separation means provided in the gas discharge means; an oxygen measurement means provided in the aerobic tanks; a stirring means provided in the aerobic tanks; and a control device which is connected to at least the oxygen measurement means and the oxygen supply means.
