<p>Disclosed are a control channel allocation method and device, which belong to the field of mobile communications. The control channel allocation method comprises: receiving a channel request message sent by a terminal (401); determining an SDCCH sub-channel allocated for the terminal according to a frame number when receiving the channel request message (402); and sending to the terminal an immediate assignment message carrying information about the above-mentioned SDCCH sub-channel, so that the terminal sends an SABM frame for establishing an L2 link over the SDCCH sub-channel (403).
