The machine (10) has a pair of lateral regulation grooves (22) formed per magnetic pole in a parallel relationship to a rotor axis in an external periphery (12a) of a rotor (12), and a middle regulation groove arranged on a longitudinal axis for the magnetic pole. The lateral regulation grooves are arranged adjacent to two external ends of a pair of permanent magnets (16). Flow barriers (17b, 17c) outwardly protrude from outer end sides of the permanent magnets, and satisfy a relationship of an electrical angle, which is an included angle between two radial reference lines.
