The machine (10) has stator (11), rotor (12), permanent magnets (16), and side regulation grooves (22) near outer ends of magnets that forms magnetic pole. Each groove is designed such that preset relationship comprising values of included angle between longitudinal axis and radial reference line that extends from rotor axis at reference point on longitudinal axis of farthest edge of groove and included angle between longitudinal axis and reference line which become reference point at corner of magnet facing outer circumference of rotor closest to extend from rotor axis is satisfied. The electric rotating machine (10) has a stator (11) for receiving stator windings, and a rotor (12) rotatably mounted on stator about a rotor axis and having an outer periphery (12a) and several pairs of permanent magnets (16). The permanent magnets are arranged in a V-shaped configuration that opens towards the outer circumference to form a magnetic pole and are received in apertures (17) in the rotor. The openings with a low permeability, replaces the portion located in a predetermined area of one of the permanent magnets that generate directed magnetic flux lines emanating from stator magnetic flux lines which are erased in the vicinity of longitudinal axis of one of the magnetic poles, when the magnet is located in predetermined area. The opening comprises an additional space formed in one of the openings because of a shortening of magnetic length of magnet received in the opening along the magnet bore. The opening of additional space to the rotor axis extends to the outer periphery, and a pair of side regulation grooves (22) are formed in a parallel relation to the rotor axis in the outer circumference of the magnetic pole. The pair of side regulation grooves is located near two outer ends of the permanent magnets of the pair that forms the magnetic pole. Each of the side regulation grooves of the pair is designed for the magnetic pole so that a predetermined relationship comprising the values of included angle between longitudinal axis and radial reference line that extends from rotor axis at a reference point on the longitudinal axis of farthest edge of side regulating groove and the included angle between longitudinal axis and radial reference line which become a reference point at a corner of one of the permanent magnets facing the outer circumference of rotor closest to extend from rotor axis, is satisfied.
