PROBLEM TO BE SOLVED: To provide a light-emitting element which has high luminous efficiency and longer life than in the past by forming the light-emitting element having an element structure different from that in the past; and provide a light-emitting device and an electronic apparatus, which have high luminous efficiency.SOLUTION: In a light-emitting element having an EL layer between a pair of electrodes, the EL layer includes at least a first layer (hole-injection layer) having a hole injection property between an electrode functioning as an anode and a luminescent third layer (luminescent layer), and a second layer (hole transport layer) having a hole transport property. By forming a structure in which absolute value of a highest occupied molecular orbital level (HOMO level) of the second layer is larger than an absolute value of a highest occupied molecular orbital level (HOMO level) of the first layer, an injection volume of holes injected from the side of the electrode functioning as the anode is controlled and luminous efficiency of the light-emitting element is improved.
