PROBLEM TO BE SOLVED: To determine whether or not communication groups can be consolidated while suppressing occurrence of setting change in the future as much as possible, for communication devices corresponding and not corresponding to encapsulation configuring a communication network that can be shared by a plurality of communication groups by building a virtual network, and to allow for line setting based thereon.SOLUTION: A consolidation group calculation unit 16 calculates consolidation group information representing communication groups that can be consolidated into one virtual network based on the information of a network information holding unit 12 and a housing information holding unit 15 for each communication device, and holds the consolidation group information in a consolidation group information holding unit 17. A line setting calculation unit 18 generates the line setting information in each communication device on the basis of the information of the housing information holding unit 15 and the consolidation group information holding unit 17, and a line setting unit 19 sets the line setting information in the communication device. |
