Provided is an image encoding device that can record encoded data for a desired time segment to a recording medium having predetermined storage capacity, in a VBR encoding scheme. This image encoding device (200) is provided with: an image encoding unit (19) for encoding of a plurality of input images which are successively input, and generating a plurality of encoded data segments constituting video data; an average image complexity calculation unit (25) for calculating the average image complexity during a cycle of fluctuating complexity of an input image, doing so on the basis of the plurality of encoded data segments; and an encoding rate controller (26) for controlling the encoding rate of the encoded data generated by the image encoding unit (19), doing so on the basis of the average image complexity.
