PURPOSE: An icon animating apparatus of a portable terminal and a method thereof are provided to download an animation icon package in the portable terminal and store it and to animate icons registered with an animation when an icon view beginning event is generated. CONSTITUTION: An icon animation unit (130) reads and decodes animation icons of a specific format among icons which is displayed on a screed from the point of time when the icon view start event detected by an event detecting unit is generated to the point of time when an icon view end event is generated from an animation icon package. The animation icons of the specific format respond to icons registered with an animation. The icon animation unit indicates the decoded animation icons by replacing the icons registered with the animation.
