A method for adaptively controlling a video service according to the present invention comprises the steps of: acquiring subscriber-related information and access network load information, when a video service request is received from a user terminal; acquiring a video service response corresponding to the video service request, from a server corresponding to the video service request; extracting content property information from the acquired video service response; determining an initial burst transmission section for initially buffering a video, based on at least one among the acquired subscriber-related information, access network load information, and the extracted content property information; and transmitting, to the user terminal, the video service response at a transmission speed in which the determined initial burst transmission section is reflected.
