The behavior analysis server is provided with: a behavior analysis unit for analyzing, within a predetermined time interval, communication packets of mobile terminals connected to a wireless network, and for generating communication behavior information composed of information representing communication behavior; a recording unit for recording communication behavior information; and a type determination unit for determining whether communication behavior information matches a predetermined behavior type determination parameter, and for transmitting notification information to connect to a predetermined cell a mobile device that has carried out communication corresponding to communication behavior information matching the predetermined behavior type determination parameter. |
