The present invention relates to an elevator controlling system and an elevator controlling method by detecting a space in an elevator which detects a space using an image captured by a camera in an elevator and provides a bypass signal for an elevator controlling unit. The elevator controlling system comprises: a camera capturing an image inside an elevator; a detecting unit which detects an empty space using an image captured by the camera and which transmits a space detecting signal; an NVR which converts the space detecting signal into the bypass signal and transmits the signal when the space detecting signal exceeding a standard is received after determining whether the space detecting signal received from the detecting unit exceeds the standard which is set by receiving a space sensing signal of the sensing unit; and an elevator controlling unit which receives the bypass signal of the NVR for controlling an elevator.
