A first digital unit among a plurality of digital units provides a service to a plurality of sectors including a first sector and a second sector. When the first sector and the second sector links with a plurality of radio unit groups through a plurality of branches, respectively, loads for each of the plurality of branches providing the service to each of the first sector and the second sector are measured if the first sector is overloaded. Whether a signal transmitted to the first sector can be switched to the second sector is determined based on the load information measured for the plurality of branches. A service sector can be changed by providing the signal transmitted to the first sector via the second sector based on a control signal generated according to the determined result of whether the switching can occur.
