The present invention relates to an on-line learning apparatus and an on-line learning method. An on-line learning apparatus by an embodiment of the present invention includes a question setting device which displays a first interface for setting questions, receives selection for a type of the question and attribute elements included in the question by using the first interface, and sets questions according to the input; a learning tool generating device which displays a second interface for generating a learning tool, receives selection for a type of the learning tool and attribute elements included in the learning tool by using the second interface, and generates the learning tool according to the input; and a server which receives the question and the learning tool from at least one of the question setting device and the learning tool generating device, using a communication network, and provides the question and the learning tool for a terminal.
