<P>PROBLEM TO BE SOLVED: To determine sale propriety of a plurality of kinds of sale limited articles with different sale limitation standards. <P>SOLUTION: A sale propriety management device 30 stores data type information and criterion information for every article type information of sale limited articles. According to a sale propriety determination request notified from a portable communication terminal 20, based on the data type information of the article type information specified by the sale propriety determination request, determination user data corresponding to the data type information are acquired from a user data accumulation device 40 by a user data acquisition part 33. Based on the criterion information and the determination user data of the article type information specified by the sale propriety determination request, article sale propriety of the sale limited articles to a user is determined by a sale permission determination part 34.
