PROBLEM TO BE SOLVED: To provide a controlled solubilizer excellent in miscibility with perfume, colorant, etc., storage stability of a controlled solubilizing preparation, long sustainability of controlled solubilizing effects, and shape-retaining stability and foamability during use, with less dependence on temperature of controlled solubilization rate based on the temperature of water used. SOLUTION: This controlled solubilizer includes (A) a polyether, expressed by formula (1): R<SP>1</SP>-(OA<SP>1</SP>)<SB>m</SB>-OH, having a number-average molecular weight of 4,000-40,000 and (B) a urethane-modified polyether having a number-average molecular weight of 8,000-80,000, provided that the weight ratio [(A)/(B)] of the polyether (A) to the polyether (B) is 1/10 to 10/1. In the formula, R<SP>1</SP>is a hydrogen atom; a 1-6C alkyl group or a 2-6C alkenyl group; A<SP>1</SP>is a 2-4C alkylene group; and m is an average value to be a number of 60-900.
