Disclosed are an FPGA based dual control apparatus and a dual switching method applicable to a nuclear power plant measurement & control system. Embodiments of the present invention easily sense occurrences of obstacles according to a receipt of pulse signals even though the obstacles occur at one FPGA board among dual FPGA controllers, and make the other dual FPGA board perform a dual switch, so can maintain a normal operation, and blocks the supply of a power to the FPGA not having provided the pulse signal during a set time, so can enhance the stability.
