PURPOSE: A visible light communications device, system, and method are provided to increase the speed and rate of transmission. CONSTITUTION: A modulation part (12) modulates a transmission signal. A signal processing part processes a received signal. A light-emitting diode (LED) light-emitting part (13) and an LED light-receiving part (21) are individually equipped with a high-power LED. When operated in transmission mode, each of the LED light-emitting part and LED light-receiving part turns on and off the high-power LED according to the modulated transmission signal outputted from the modulation part. When operated in reception mode, each of the LED light-emitting part and LED light-receiving part delivers the received signal corresponding to a received optical signal to the signal processing part.
