The service policy includes a high-level service policy objective and one or more low-level policy agent instructions, and is associated with a service activity available to the wireless end-point device (100). A service processor (115) has a plurality of service processor agents which includes a policy control agent and one or more low-level policy agents. The service processor (115) establishes a secure service control link over the wireless access network between the wireless end-point device (100) and the network element (960), and obtains at least a portion of the service policy from the network element (960) over the secure service control link. The policy control agent obtains a service activity condition associated with the service activity such that the service activity condition includes a service activity current state or a service activity history. Based on the service activity condition and the high-level service policy objective, a set of one or more particular low-level policy agent instructions are determined and provided from the one or more low-level policy agent instructions, to at least one of the one or more low-level policy agents.
