<p>The present invention relates to a device for absorbing and separating carbon dioxide using a chemical absorber: which can increase the injection temperature of an absorber inserted into a separation tower by improving process efficiency using heat of the high temperature absorber discharged from the separation tower and steam condensate discharged from a reboiler; and can reduce the usage of recycled energy and the size of the separation tower by maintaining the separation tower at high temperatures. The device comprises the following: an absorption tower combining carbon dioxide of exhaust gas with the absorber for removing; a first gas-liquid separation device temporarily storing the absorber with the carbon dioxide, and separating gas and liquid; a first heat exchanger for heat-exchanging the liquid supplied from the first gas-liquid separation device; a third heat exchanger for heat-exchanging the absorber supplied from the first heat exchanger; the separation tower for separating the carbon dioxide chemically combined to the heat-exchanged absorber; a condenser for condensing mixed gas of the carbon dioxide and steam discharged from the separation tower and passed through the first heat exchanger; a second gas-liquid separation device separating condensate from the condenser and supplying the condensate back to the separation tower; the reboiler supplying heat energy to the separation tower; a third gas-liquid separation device connected to the reboiler; a fourth gas-liquid separation device for separating gas and liquid in the recycled absorber from which the carbon dioxide is separated in the separation tower; and a cooler for cooling the temperature of the recycled absorber supplied by a pump from the fourth gas-liquid separation device through the third heat exchanger to the level of the absorption tower in order to supply the recycled absorber to the absorption tower.</p>
